The answer is the 1969 Santa Barbara Oil Spill. In January, 1969, Union Oil Platform A, off the Santa Barbara coast, blew a well and spilled more than three million gallons of oil into the sea. Senator Gaylord Nelson reportedly saw the slink from an airplane and was inspired to start Earth Day. At the UNESCO conference, environmentalist John McConnell proposed a day to honor the earth to be held on the first day of spring. He wrote a proclaimation that was signed by UN Secretary General U Thant but Earth Day gained more awareness.
